Is it possible to get a notification when the keyboard is onscreen, and when it appears, how can I scroll the display up so that the keyboard is not blocking the text field?

No, there is no notification when keyboard appears.

But you can use splitted keyboard if it blocks something.

Besides normal mode, keyboard can be in detached mode and also in split mode.

I want to be able to move the screen up using the page commands, but in order to do that there needs to be some way to know when the keyboard is active.

Thanks.
While we're on the subject, the cursor in my text field upon first selection always begins in the middle of the text field, as though it were vertically centered. How can I make it appear at the top?

I cannot understand your concern.
Can you please provide some example to illustrate your question?
